Russia has attracted widespread condemnation for its military action in Abkhazia and South Ossetia over the past two weeks. At the meeting of the Shanghai Cooperation Organisation, or SCO, Medvedev had hoped to get China on side as a powerful ally. The SCO instead issued a joint statement that denounces the use of force and calls for respect for every country's territorial integrity. China has been reluctant to back Russia on the issue, as it struggles with its own regional separatists. The SCO includes Russia, China and four ex-Soviet Central Asian states.
